I'm not sure if I read the same article as you, but I read some similar ones (I'm guessing). It's an interesting concept, but I'm not sure giving the president power to turn off everyone's internet is such a good idea. One could make a slippery slope argument that this is just the beginning (or middle) of limitless government regulating powers. And what constitutes a "cyber emergency" anyway? I could possibly see it being useful in a situation where a crazy virus was ruining everyone's computer when they opened their browser, but how likely is that to happen? Aside from that, what could be such an emergency that shutting down the internet does not infringe on constitutional rights? I'll may just have to do some more research on this issue...
